开车的时候发短信犯法吗？

研究显示，开车时发短信的人反应能力会下降35%，而少量饮酒后驾车或者服用过大麻的人则分别下降21%和12%。
为什么开车时发短信如此危险呢？研究人员得出的结论是，问题就出在编写短信的那段时间。交通实验室称，开车时编写一条短信需要63秒的时间，而车在63秒内可在市区行驶半英里，在高速公路上则可行驶一英里以上。

Texting while driving. Statistics say it is the number one driver distraction. And it's also something Karol Smith fears everyday. It's kind of scary.As a mother of a teenage driver it's not her son she's most worried about texting. It's the other drivers on the roads who have admitted sending text messages while driving.

Representive Moore and McClurkin wrote the bill which was proved by the health public safty committee and will now go to the rest of the house for consideration. But back to this midwest residence Karol is skeptical that legislation will work.

I'd love for it to work, I really would. But I think it's just gonna be one more law that can't enforce. Even that doesn't take away the worry of a mother. I think I am probably like a lot moms, you just pray for your children that they won't hurt anybody, and nobody will hurt them.
